Whenua Māori Programme

The Challenge

A change in direction required fresh thinking and a challenge to understand the needs of Māori freehold landowners, and the systemic impacts and complexities landowners face when wanting to engage with their whenua.

Our Solution

Fernhill Solutions was engaged to support the commissioning approach and service design of the Whenua Māori Programme. This included leading the co-design, developing the required roles, and transforming operating models and community/regional service delivery approach with Te Puni Kōkiri regional whenua specialists.

We spent time listening to Māori freehold landowners, discovering and defining their needs and aspirations, and barriers to achieving both. This included understanding and analysing what the issues were, key characteristics and utilisation of the land, access to funding and resources, relationships with stakeholders, and relevant legislature and regulations.

Targeted and tailored community approaches supported land development including access to information and guidance, governance training support, specialist expertise, and access to funding deployed by the Regional Advisory Services.

The Outcome

Fernhill Solutions directly contributed to the approval by Cabinet of the Programme Business Case and Detailed Business Case, securing funding for the Whenua Māori Programme. By securing the funding, establishing the team and ensuring that appropriate commercial relationships are in place, the Whenua Māori Programme is well placed to deliver benefits to Māori freehold landowners.
